The Network advocates for maintaining and increasing federal funding for community development and the creation and preservation of affordable housing throughout the country.
Funding for federal housing and transportation programs has decreased due to sequestration, lesser non-military discretionary allocations, and political gridlock. Since 2010, federal funding has declined by 31% for the Community Development Fund (which includes the Community Development Block Grant program), 51% for the HOME investment Partnerships Program, and 63% for the Self-help Homeownership Opportunity Program (SHOP). These programs have been vital sources of funding for permanently affordable housing programs throughout the country, particularly those providing homeownership opportunities for lower income families. Without intervention, funding for these and other federal programs will continue to be targeted for cuts or elimination.
